On 26 September 2016, ROCA hosted it’s Annual Meeting at Park Avenue Baptist Church at 6:00 PM. Postcards had been sent to 789 homeowners in advance of the Annual Meeting. There were 90 attendees representing 58 addresses and 8 guests. Thank you to all attendees!

Mr. Michael Lutter, outgoing ROCA President, Mr. Terry Eilers, outgoing ROCA Treasurer, Mayor Jim Tulley, and Mr. Bill Queen were speakers. Mr. Lutter detailed ROCA meeting minutes and circumstances that had occurred since the March 2014 Annual Meeting. Mr. Eilers provided the treasures report. Mayor Tulley provided a high level interpretation of the Draft Golf Course Redevelopment Ordinance and answered questions. Mr. Queen provided the Transition Committee’s report and provided a motion for a slate of new ROCA Board Members. A membership vote on the slate of Board Members was approved and the new Board of Directors presented the list of officiers to the membership.

From ideas expressed in the ballot and survey, the Transition Committee identified five action items that the new ROCA Board of Directors will address.

  • Golf Course Revival Costs
  • Draft Golf Course Redevelopment Ordinance
  • Stormwater Park
  • Greenspace Park
  • Abandonment

Through the help of the community, committees are being formed to address these topics and many Royal Oak Homeowners stayed after the Annual Meeting to sign up for each committee. Thank you again!

14 September 2016 News

 I am exceptionally pleased to convey the news that September 13th City Council meeting went very well for the  homeowners. At the request of the Transition Committee, City Council directed the City attorney to draft an  ordinance for extending the moratorium!  Additionally, they agreed to forming an advisory panel or working group  consisting of our representatives, city staff  and representatives of the owners, LaCita and the EDC with the purpose  of exploring alternative options for the  course as well as to iron out the finer details of the ordinance with changes  as the group determines. Although now our real  work begins!

Due to the City Council’s action, the Planning and Zoning meeting for September 14th has been cancelled. The  Planning and Zoning Commission Board has been informed not to attend the meeting and an email from Brad  Parrish Planning Division was sent to residents on their email list informing us that the P&Z meeting has been  cancelled. I want to thank everyone that attended the Homeowners meeting on September 12th and the City Council meeting  on September 13th to voice your values on the Golf Course Redevelopment Ordinance. The Transition Committee will be sending out a Newsletter to the entire mailing list to support the mission of  electing a new board and facilitating the goal of communicating with all the homeowners.   You can watch the recorded meeting by clicking this link: http://www.titusville.com/Page.asp?NavID=1090

ROYAL OAK HOMEOWNERS

URGENT!!

MEETING DECEMBER 12  AT 5:45 to 7  PM

On Sept 12th we had the first meeting of the ROCA Transition Committee at First Baptist Church.  At that time, we reviewed the proposed City Ordinance on Golf Course Redevelopment.  We identified serious issues that could have negative consequences for our Royal Oak Community.  On September 13th, we convinced City Council to put their new proposed draft ordinance on hold for 3 months so that the ROCA Civic Association could develop  acceptable alternatives to that ordinance.  On Sept 23rd, after sending out over 750 meeting announcements to the owners in the Royal Oak sub-division, we held the 2016 Annual Meeting of the Royal Oak Civic Association and elected a nine member Board of Directors for the ROCA.  We outlined several initiatives and formed committees to determine “What to do about Royal Oak Golf Course?”  These were as follows:

*Ordinance: Develop an acceptable alternative to the city’s draft ordinance.

*Golf Course:  What will it take to make it a golf course again?

*Greenspace/Stormwater Park:  Develop alternatives for repurposing the golf course into a city/community park.

The December 12th meeting is to finalize our response to the city concerning the “City Ordinance on Golf Course Redevelopment.”  We have drafted a proposed ordinance that we will explain and we will discuss the pros and cons of the ordinance or staying with the   General Usage (GU) and Open and Recreation (OR) zoning already in place.

We will discuss what we have learned about the current situation of the golf course and what may be required to retain it as a golf course.

Greenspace and Stormwater park initiatives have not progressed very far but we will bring you up to date in this area as well.

We urge all interested Royal Oak Homeowners, renters, friends and interested city dwellers to attend.  Our ROCA members (57), e-mail friends (181) and at least 6 Associate Associations (eg. Fairways) are urged to attend.

Membership in the ROCA will not be a requirement for voting.  We will have a membership table to collect our $20 dues for 2017 and welcome all new members.
