ROYAL OAK REZONING AND DEVELOPMENT:

March 18, 2024

Toulon Apartments has not officially submitted a site plan to the City of Titusville for the proposed development of 1038 dwellings. They are currently pursuing a conditional sale of the property to Kolter Group, a real estate developer and investment firm. Kolter Group held a “redevelopment open house” at LaCita on Jan 11, 2024 and have been doing their due diligence for potential housing development. As of today, no further commitment to any sale has been noted. Demolition to the buildings have been postponed due to the FPL transformer located on the property that provides power to the Royal Oak Condos, adjacent to the clubhouse. Once a new FPL transformer is installed at the Royal Oak Condos, then it is assumed that demolition may proceed.

October 2, 2023

-Toulon Apartments, division of Reed Properties in New York, has not yet submitted a site plan for the proposed development on the golf course property.
-A demolition permit has been issued by the City to take down the existing buildings, but a demolition date has not been set.   -The course is being mowed regularly but the vandalism continues and has become an ‘attractive nuisance’.

The new owner/developer has proposed a site plan for a development of 1038 units (mix of single family and multi-family units) on the 149+/- acres:

ROCA’s purpose, objectives, and goals:

The Royal Oak Community Alliance, Inc. (ROCA) is a 501(c)3 non-profit tax exempt organization whose primary goal is to improve the quality of life in Titusville’s Royal Oak community  (i.e. land-use planning, improvement of infrastructure, traffic management, public safety and crime, etc) and acts as a liaison with city agencies.  Membership is voluntary with dues recommended by ROCA’s Board and approved by the membership at the Annual ROCA membership meeting where Board members are elected, a treasurer’s report is presented and approved,  and issues/concerns of the community are addressed. Dues are to support ROCA activities.  Essentially, ROCA is to provide its members with a voice in local matters.
